Toll Collect Sets New Standards: A Modern Digital Landscape for Smart Mobility
Toll Collect has been operating one of the world’s largest toll systems since 2005. With over 100 billion euros transferred to the federal budget since then, the company makes a key contribution to financing federal highways and mobility in Germany. The distance-based truck toll, which is differentiated according to CO₂ emissions, pollutant levels, and weight classes, reduces environmental impact through its incentive effect. In this way, the toll makes an important contribution to achieving climate goals. Since 2018, Toll Collect has been a federal enterprise and uses its core competencies to take on new tasks in the interest of the federal government. Since early 2024, Toll Collect has also been supporting the development of the “Deutschlandnetz,” through which the federal government is establishing a nationwide fast-charging network for electric vehicles.
With approximately 700 employees at six locations, Toll Collect provides reliable technology and infrastructure solutions for efficient and sustainable mobility.

The Challenge
Toll Collect, as operator of one of the world's largest toll systems, faced the complex task of redesigning its digital presence. This was not only a legal requirement but also a strategic challenge to offer all target groups – from B2B customers to service partners to prospective employees – a user-friendly platform. At the same time, the company's wide-ranging expertise was to be made more visible to policymakers, the public and new business partners. The digital repositioning was also intended to strengthen the Toll Collect brand and employer brand, so as to be perceived long-term as an attractive technology partner and employer.
Our Approach
At the heart of the project was the development of a new, low-barrier design encompassing all of Toll Collect's digital offerings. This included building a comprehensive design system, including a pattern library, which was rolled out progressively to the business/toll website, the customer portal, the service partner portal and the hybrid service partner app. To better showcase the Toll Collect corporate and employer brand, a new corporate website was also created, separating corporate content from the toll website. The toll website remains the central point of contact for users requiring specific services related to the HGV toll. The corporate website, on the other hand, focuses on the employer brand, offers deeper insights into the company and shows the people behind Toll Collect. It also conveys the company's wide-ranging expertise to policymakers, the public and potential new clients and business partners – from building and operating control infrastructure to collecting and analysing traffic and usage data. The strategic role Toll Collect plays in supporting the transport transition also becomes tangible here. With the redesign of its digital platform, Toll Collect aims to progressively make key content accessible in a low-barrier way and to give greater visibility to its role as a reliable technology partner in the mobility and infrastructure sector.

An Overview of the Results
As part of the relaunch, Toll Collect’s digital offerings were gradually optimized for digital accessibility and are now aligned with the Web Content Accessibility Guidelines (WCAG 2.1). A unified design system ensures a consistent visual language across all platforms. The Toll Collect brand portal also enables the efficient implementation and further development of digital products. A clear focus was achieved by separating the content: The toll website covers specific technical topics and services related to the toll business, while the corporate website serves as a flexibly expandable platform for the careers section and new initiatives. Toll Collect thus positions itself as an enabler of seamless, efficient, and sustainable mobility—and places the benefits of its digital offerings front and center.

A New Design System for a Strong Brand
The user interface of Toll Collect's digital products was completely redeveloped based on a new, consistent design language. The toll website, the customer portal, the service partner portal and the hybrid service partner app (iOS/Android) all received a user-friendly UX/UI design that takes key aspects of low-barrier design into account. The new design system serves as the linchpin of the corporate design, defining all basic elements of the visual identity, such as logo, colours, typefaces, icons, buttons, image style, and navigation and interaction principles. The system is atomised, usable across projects, and enables efficient collaboration in developing both digital and traditional products.
To make access easier for all employees, the design system is documented in the new Toll Collect brand portal. This brand portal serves as a "single point of truth", bringing together comprehensive guidelines for corporate design, traditional media, digital applications, and UX/UI and frontend libraries. The portal is complemented by wording guidelines that ensure consistent brand communication. This robust foundation delivers consistency in look and feel and an improved brand experience across all channels.

Digital Accessibility—An Ongoing Process
As a federal enterprise, Toll Collect is required to design all its digital offerings to be accessible in accordance with the requirements of the BITV. This calls for a well-thought-out approach that begins during the design process, continues through front-end implementation, and is ensured through comprehensive testing. The focus on accessibility benefits not only people with disabilities—it improves user-friendliness and accessibility for everyone. In this way, accessibility becomes an integral part of an inclusive and high-quality digital offering.

We are continuously developing our digital offerings towards greater accessibility – this strengthens the user experience for all people and underscores our understanding of digital participation.
Content & SEO: Making Data and Services Visible Through Targeted Content
The newly developed content communicates Toll Collect's complex services and expertise in a way that is both factual and engaging. The content was specifically revised to present complex services such as the toll system, the SID or the HGV traffic portal clearly and in a way tailored to the target audience.
The corporate website thus creates low-threshold access to key offerings – for the public, policymakers, administration and prospective employees. At the same time, it fosters understanding of Toll Collect's role as a technology partner acting in the public interest.

Agile Working with Modern Tools
Collaboration on the project was agile, based on Scrum, and supported by the use of modern tools. Jira and Confluence were used for efficient collaboration and project documentation. The design was created in Figma, a cloud-based tool used for both collaborative design processes and simple prototyping. A pattern library in Storybook was used for frontend development. Frontend patterns were also integrated into the Frontify-based brand portal, which serves as a central resource for consistent implementation.
